There will be black markets of course. Some people don’t eat red meat and they will buy for others and sell at a markup.
The same system will be used to limit purchasing of probably guns, ammo, precious metals, fossil fuels, and anything else they can manage to ram through your government limiting your personal sovereignty and freedoms.
Those with the metals will make the rules.
