Jobs plan

Here is an Idea I have been tossing around as of late. A massive infrastructure / Public works project that will create many jobs for many years to come.

Bury all the above ground utilities throughout the Continental United States. ( Who is gonna pay for it? ) well does it matter its all fake anyway so might as well go with it.
