In the past, the USPS has offered buyouts to reduce its
ranks, including a 2012 $15,000 offer that led to the separation of 26,000
workers. That won't happen this time,
Donahoe said, but with an average employee age of 52, forced reductions shouldn't
be necessary.
"We have been good planners and we use overtime and other
things to work our way through that," he said.
Donahoe called on Congress to help with flexibility he said the
USPS needs to move back into the black. A bill currently before the Senate
would waive a requirement the USPS pre-fund retiree health benefits - a cost of
about $5.5 billion a year - as well as allowing it to end Saturday mail
delivery.
