This is why governments should not fund non-profits. If you see that happening think corruption.
Why is this different than giving money to a for-profit. Because a for-profit gives a good or service directly to the purchaser. This service can be provided from various comp editors and we can verify that a bidding process took place and we can see the product.

 Never should a government give money to a non-profit. If there is some public good that needs to be produced the government can to it itself, or God forbid, people fund non-profits themselves.
