He can give anyone he wants a security clearance. He can take away anyone’s security clearance. He can classify any information he chooses. He can unclassify and information he chooses.
Thus, it is legally impossible for Trump to “improperly” give anyone a security clearance. If Congress doesn’t like how Trump does it, they need to change the law because what he’s doing is perfectly legal.
