President Barak Obama posted an executive order yesterday which appears
to mandate HIV testing for "all individuals ages 15 to 65 years."
The HIV Care Continuum Initiative claims responsibility for recent
successes in the study of HIV but says "further Federal action is
appropriate in response to these new developments."
That federal action appears to be in the form of mandated HIV testing,
and Obama seems to suggest that HIV testing will be free under the
Affordable Care Act.
The Administration says mandatory testing is warranted because early
detection is helpful to fighting HIV and, according to the executive
order, twenty percent of people with HIV remain undiagnosed.
