The second part, when it comes to mass-shootings, is false.
Oh sure, the majority of every-day gun violence is not committed by mentally-ill people.  That's committed by black people on black people, and nobody gives a damn about any of it.  We don't cover it, we don't parade it on the front page and we sure as hell don't try to politicize it into a screed about gun control, particularly right now because the President is black.
