President Barack Obama will make a statement about the economy and the January jobs report at 12:30 p.m. Eastern, the White House announced Friday. The announcement comes after nonfarm-payrolls report released Friday showed a decline in the unemployment rate to 4.9%, the lowest since February 2008.
