A rule proposed by President Barack Obama would prevent states from defunding Planned Parenthood.
The mandate stems from a proposal set forth by the Department of
Health and Human Services in September that appeared to be designed to
prevent states from blocking Planned Parenthood from receiving federal
funds given to the states for family planning services under Title X, a
federal program focused on providing family planning and other services
such as abortions.
The rule
would apparently go as far as to bar states from considering Planned
Parenthood’s alleged misconduct when redirecting funds to health care
providers.
