UK Brexit Minister Davis: Will publish Brexit strategy "as soon as we can"

He adds:

• Brexit report will not be published in January
• policy work is still underway, still decisions to be made on Brexit
• government will present  the plan  in such a way that it does not undermine Brexit talks
• expects Brexit talks to cover divorce and future relationship with EU
• The government  wants  a smooth  and orderly exit from the EU
• Will do what is necessary to get maximum market access while minimizing disruption to business in Brexit
• All negotiations are possible within an 18 month horizon
• We could need an implementation phase after the article 50 talks
