Congress should pass a budget that cuts spending before agreeing to any "long-term debt-limit increase," House Speaker John Boehner will say on Friday at a House Republican retreat. In prepared remarks, Boehner didn't mention a short-term increase, an idea floated Thursday by Rep. Paul Ryan of Wisconsin. Boehner said that a long-term increase in the debt ceiling that's not preceded by spending cuts risks a downgrade of the U.S. credit rating
